Kuttanad region and its community were facing severe agrarian distress for the last 5 decades owing to a variety of factors.  Based on the request of the Govt. of Kerala to address the perennial problems faced in Kuttanad, the Union Govt. entrusted the Dr. M.S. Swaminathan Research Foundation, Chennai to conduct a scientific study of the region and suggest suitable measures to mitigate agrarian distress in Kuttanad.  The MSSRF recommended a variety of interventions to be implemented as a Package with a total cost outlay of Rs. 1,840 crore which was accepted by the Govt. of India for funding under ongoing Central Sector Schemes. Detailed Project Reports (DPRs) prepared by the State Govt. for different activities envisaged in the Package are under different stages of implementation.

  • The 9th Prosperity Council Meeting chaired by the Hon'ble Chief Minister to review the works under Kuttanad Package held on 7/10/2014, 11.30 am at Thiruvananthapuram
  • The Hon'ble Chief Minister inaugurated the launch of construction works of Thanneermukkom Barrage and renovation of  existing shutters on 16/9/2014 at Alappuzha.

What is the Kuttanad Package?

The Kuttanad Package is a set of interventions recommended by the M.S.Swaminathan Research Foundation to mitigate agrarian distress in Alappuzha & Kuttanad Wetland System which was approved by the Govt. of India.

Whether Kuttanad Package is a financial Package?

There is no separate budget allocated for the Kuttanad Package.  Funds are made available by the Govt. under ongoing Central Schemes based on Projects prepared for each activity approved under the Package.

Who is funding the Kuttanad Package?

The Union Cabinet approved the Kuttanad Package under the following conditions:
  1. State Govt. shall prepare Detailed Project Reports (DPRs) for the different activities envisaged in the Study Report of the MSSRF under ongoing Central Schemes and funds will be made available based on the funding pattern of the Scheme.
  2. State Govt. shall fund Tasks below Rs. 50 lakhs

When was the Kuttanad Package approved?

The Kuttanad Package was approved by the Union Cabinet on 24th July 2008.

What are the main components of the Package? (Link to Cost Outlay)

The main components of the Package include

  1. Construction of outer bunds around padasekharams
  2. Renovation of the Kuttanad Wetland System.
  3. Modernisation of the Thanneermukkam Barrage (TMB) & Thottapally Spillway (TSW)
  4. Regulation of floodwater near CD & Rani-Chitra Blocks.
  5. Construction of Orumuttus across Kariyar
  6. Conducting a Research on TMB operation and kayal ecology
  7. Supply of farm machinery to farmers
  8. Certified seed production for Kuttanad & Onattukara
  9. 1st Paddy cultivaton & promoting sesamum cultivation for Onattukara
  10. Coconut rejuvenation in Kuttanad
  11. Establishment of agri-clinics in Kuttanad
  12. Strengthening research & training
  13. Integrated livestock and crop production in garden land
  14. Paddy fish integration
  15. Cluster based cage culture& establishment of fish hatcheries
  16. Ranching, revival for productivity of pearl spot
  17. Systematic program for elimination of water hyacinth
  18. Promote mangrove restoration along the banks of Vembanad kayal and Kayamkulam
  19. Promote farm tourism
  20. Install roof top rainwater harvesting & use of domestic toilet linked to ferro cement septic tanks either individually or in clusters.

Who will implement the Kuttanad Package?

Government departments and PSUs will implement the Kuttanad Package.  The following line departments and PSUs have been entrusted to implement the various activities of the Kuttanad Package:

Who will monitor the Kuttanad Package?

The progress of implementation of the Kuttanad Package will be monitored by the Task Implementation Committee, Coordination Committee & Prosperity Council of the Govt. of Kerala and by the Coordination Committee of the Govt. of India.

Who will coordinate the implementation of the Kuttanad Package?

The Project Officer will coordinate and facilitate the implementation of the Kuttanad Package.

Who will benefit from the Package?

The Kuttanad Wetland System as a whole will benefit from the Package.  The farmers, fishermen and the general public will benefit from the Package either directly or indirectly.

How can we avail the benefits of the Package?

The different activities recommended in the Package are being implemented based on the guidelines of the schemes which fund the activity.  The public can avail of the benefits by contacting the Heads of the Departments / PSUs or the District level officers implementing the Package.

What are the benefits after the implementation of the Package?

The Kuttanad Package will help to preserve the unique Kuttanad ecosystem, increase the rice production and productivity and improve the standard of living of the farmers of the region by way of reduced cost of cultivation and improved income.

How can we register our complaints on the implementation of the Package?

The public can register their complaints (if any) on the implementation of the Package with the concerned Head of the Department / PSU or with the Project Officer.
