Kuttanad region and its community were facing severe agrarian distress for the last 5 decades owing to a variety of factors.  Based on the request of the Govt. of Kerala to address the perennial problems faced in Kuttanad, the Union Govt. entrusted the Dr. M.S. Swaminathan Research Foundation, Chennai to conduct a scientific study of the region and suggest suitable measures to mitigate agrarian distress in Kuttanad.  The MSSRF recommended a variety of interventions to be implemented as a Package with a total cost outlay of Rs. 1,840 crore which was accepted by the Govt. of India for funding under ongoing Central Sector Schemes. Detailed Project Reports (DPRs) prepared by the State Govt. for different activities envisaged in the Package are under different stages of implementation.

  • The 9th Prosperity Council Meeting chaired by the Hon'ble Chief Minister to review the works under Kuttanad Package held on 7/10/2014, 11.30 am at Thiruvananthapuram
  • The Hon'ble Chief Minister inaugurated the launch of construction works of Thanneermukkom Barrage and renovation of  existing shutters on 16/9/2014 at Alappuzha.

GOVERNMENT OF INDIA SCHEMES

A. Ministry of Water Resources: The Ministry of Water Resources has agreed to fund the following tasks under the following Schemes 

I. Accelerated Irrigation Benefit Program (Assistance from Centre – Rs. 25% of the Project cost)

  1. Modernization of Thaneermukkam Barrage to manage salinity and minimize ecological decay
  2. Improving the efficiency of the Thottapally Spillway and leading channel.

II.  Flood Management Program (Assistance from Centre –75% of the total Project cost)

  1. Regulation of floodwater in Kayal area near C&D and Rani-Chithira Blocks
  2. Complete construction of AC canal with removal of all blocks.
  3. Orumuttus Creation of 33 permanent Kottachira across Kariyar
  4. Restoration of KWS, Onattukara and Thuravoor-Pattanakkadu rivers, canals, drains and water bodies.
  5. Provide infrastructure support to paddy cultivation – Construction of Outer Bunds around padasekharams

III.  Research and Development (Project based assistance)

  1.  Supporting research study by a consortium of competent organizations on TMB operation and Kayal ecology

B. Ministry of Agriculture: The Ministry of Agriculture has agreed to fund the following tasks under the following schemes

I. Rashtriya Krishi Vikas Yojana – RKVY (Assistance from Centre – 100% of the Project cost)

  1. Supply of pumps and agricultural machinery for common use by farmers at Padasekharam level in Kuttanad.
  2. Support for first paddy cultivation in Onattukara region.
  3. Promotion of rice – sesamum cultivation on rotation basis in Onattukara region.
  4. Strengthening Research in Research Stations functioning in Kuttanad
  5. Establishment of Farm Machinery Research Development and Training
  6. Eradication and utilization of water hyacinth in Kuttanad Wetland System.

II.  National Horticulture Mission (Crop based / Project based assistance from Centre)

  1. Horticulture Development in Kuttanad

III.  Seed Village Program (Project based support from Centre)

  1. Certified Seed Production and developing seed infrastructure

IV.  ATMA Scheme (Agricultural Technology Management Agency Scheme -75% assistance from Centre)

  1. Establishing Agri-Clinics in Kuttanad

V.  Coconut Development Board (Area based assistance for cutting & removal, planting and maintenance of coconut gardens)

  1. Coconut revival program for improving health and productivity in Kuttanad region

 

C.  Department of Animal Husbandry: The Department of Animal Husbandry of the Government of India has agreed to fund the following tasks under the following schemes

I.  National Project for Cattle & Buffalo breeding Scheme

  1. Induction of 2000 High Yielding animals  (50% assistance from Centre)
  2. Female calf rearing
  3. AI insemination
  4. Estrus synchronization

II.  Integrated Development for small ruminants and rabbits Scheme

  1. Introduction of goats to farmers (50% assistance from Centre)

III.  Development of Inland aquaculture and fisheries

  1. Paddy fish integration for economic and ecological security  farmers training
  2. Cluster based Cage – subsidy support
  3. Fish hatcheries for raising adequate quality fingerlings

 

D.  Ministry of Environment and Forests: The MOEF has agreed to fund the following tasks under the following schemes:

I.  National Wetland Conservation Program

  1. Promote mangrove restoration along the banks of Vembanad  kayal and Kayamkulam
  2. Systematic program all over Kuttanad for elimination of water hyacinth

 

E.  13th FINANCE COMMISSION - Rs. 300 crore has been approved to strengthen the Kuttanad Ecosystem to make Kuttanad a Special Agriculture Zone.  The following tasks have been approved by the Kuttanad Prosperity Council for funding:

  1. Revival of pearl spot & prawns, ranching & establishing of fish sanctuaries in the Kuttanad Wetland System including Vembanad.
  2. Improving sanitation & providing safe drinking water to residents of Kuttanad –Roof top water harvesting structures –Comprehensive Health care for the families
  3. Promoting location specific research in Kuttanad
  4. Mixed farming with livestock including introduction of High Yielding milch cows & revival of duck farming
  5. Welfare measures for agrl. women labourers & children
  6. Marketing of ‘Kuttanad’ Brand rice
  7. Special one time assistance for initiating cultivation in fallow lands
  8. Promoting Integrated Pest Management, Integrated Nutrient Management & Integrated Weed Management
  9. Biodiversity conservation and promotion of Vembanad as a bird habitat
  10. Promoting farm tourism
  11. Construction of salt water regulator (Orumuttu) across Kariyar & related works

 

GOVERNMENT OF KERALA SCHEMES

Food Security Mission Scheme

  1. Support for first paddy cultivation in Onattukara region.
  2. Promotion of Sesamum cultivation in Onattukara region

RIDF (From NABARD)

  1. Establishment of Temporary Storage Structures in Kuttanad

State Plan Budget (For tasks below Rs. 50 lakhs)

  1. Support for soil test based fertilizer application
  2. Pest forecasting and early warning service
  3. Training youths in skilled agrl. jobs
  4. Production bonus enhancement in Purakkad Kari
  5. Improving the capacity of Duck Hatchery at Niranam
  6. Providing insurance cover to ducks-subsidy on premium
  7. Ranching, involving large-scale hatchery-reared production of post-larvae
  8. Fish hatcheries for raising adequate quality fingerlings
  9. Fresh water prawn and karimeen conservation
  10. Group based enterprise on ornamental fish culture
  11. Cold storage facility for the fishing communities.
  12. Training and capacity building  of fishermen and fingerlings prodn, improving sanitation and hygiene in processing units
  13. Promotion of farm tourism
